LEADERSHIP THEORIES AND POST SOVIET AUTHORITARIAN LEADERS

Based on the theories (of personality traits’, situational, followers’, psychological) related to emergence of political leadership, basis comparative and qualitative methods, characteristics leadership have been studied in post-Soviet era. A leader uses situation, relies upon followers, and, most cases, great leaders awarded with charisma are characterized by a whole range psychological features, but all cases determining role is played qualities leader, majority which inherited. In our opinion, argument provided researchers that regular mortals may be gifted traits not convincing disproving “the theory ” due two reasons: first, human being, social creature (human being separately, as self-sufficient entity, it either beast or god – Aristotle) naturally they possess features; second, has high degree (dosage) distinguishing attributes importantly, main force process striving towards governance other actions subordinate them. This judgement concerning distinguished history humankind, whom changed vector development, there no such skills capacity stage yet. The hypothesis topic researched follows: arena countries determined dominance subject culture, heavy social-economic background, specifics national-psychological mental development given nation, foreign policy orientations. Each above-mentioned variables influence selecting different degrees (for example: reality Georgia orientation significant condition position government, because key country’s independence lies outside country inclination “looking up foreign/a foreigner” relevant Georgian mentality mindset electorate, while Russia mainly inspired Russian geo-political interests, orthodox-messiah ideas support national idea consolidating “Great chauvinism” “Sovereign Democracy”, settings factor excessiveness orientations (except for Baltic countries) presence which, according Almond Verba’s concept citizens expect desirable from savior state; this, environment poor economic weak institutions, consequently leads excessive number populist, authoritative governments.
